At the Joint Ministerial Working Group for Welfare meeting on 20 February 2017, the Scottish Government and UK ministers agreed that in order for the safe and secure transfer of welfare powers, agency arrangements would be needed for certain benefits. 

The Severe Disablement Allowance Agency Agreement sets out the functions and operational processes for the Department for Work and Pensions (DWP) to continue to deliver and administer Severe Disablement Allowance to people in Scotland, under the same procedures and rules applied by DWP for people in England and Wales.
