WEEE data service levels 2026: Producer Responsibility Regulatory Services

This is a list of:

  • data input requirements
  • Environment Agency service levels (known as ‘outputs’)

It applies to:

  • electrical and electronic equipment (EEE) producers
  • producer compliance schemes (PCSs)
  • approved authorised treatment facilities (AATFs)
  • approved exporters (AEs)

A compliance year runs from 1 January to 31 December.

1. PCS market and waste tonnage quarterly returns

Deadlines for submission are:

  • quarter 1: 30 April
  • quarter 2: 31 July
  • quarter 3: 31 October
  • quarter 4: 31 January

Analysis and validation are based on:

  • late or non-submission
  • repeat offenders
  • repetitive and late re-submissions
  • EEE put on market by PCS by category
  • WEEE collected from designated collection facility (DCF) by category
  • WEEE delivered to AATF or AE by PCS by category and operator
  • WEEE returned by distributors to PCS by category
  • WEEE taken back by PCS under Regulation 50 by PCS by category

Output: scheme submitted data

Public reporting method: summary of EEE placed on the market and WEEE collected.

Publication dates:

  • quarter 1: 1 June
  • quarter 2: 1 September
  • quarter 3: 1 December
  • quarter 4 (interim): 1 March in the following compliance year
  • quarter 4 (final): 31 March in the following compliance year

Output: PCS household WEEE obligation

Reports are available online within 1 week of publication date.

The final data re-submission cut-off date is 15 March for previous year EEE placed on market data.

Publication dates:

  • issue 1: on or before 31 March
  • issue 2: during the week in which 1 July falls
  • issue 3: during the week in which 1 October falls
  • issue 4 (final): on or before 18 January

2. AATF quarterly returns

Deadlines for submission are:

  • quarter 1: 30 April
  • quarter 2: 31 July
  • quarter 3: 31 October
  • quarter 4: 31 January in the following compliance year

Analysis and validation are based on:

  • late or non-submission
  • repeat offenders
  • repetitive and late re-submissions
  • WEEE received by AATF by category by PCS
  • WEEE received by AATF by category retained by DCFs (Regulation 53)
  • non-obligated WEEE received by AATF by category
  • WEEE delivered to ATFs by category and operator and PCS
  • WEEE re-use by category by PCS

Output: WEEE reported as received at AATFs

Obligated and non-obligated WEEE received by AATFs.

Public reporting method: summary of WEEE received.

3. AE quarterly returns

  • quarter 2: 31 July
  • quarter 3: 31 October
  • quarter 4: 31 January in the following compliance year

Analysis and validation are based on:

  • WEEE exported by AE by category by PCS
  • non-obligated WEEE exported by AE by category

Output: WEEE reported as exported by AEs

Public reporting method: summary of WEEE exported.

The final data re-submission cut-off date is 15 March for previous year WEEE exported data.

Publication dates:

  • quarter 1: 1 June
  • quarter 2: 1 September
  • quarter 3: 1 December
  • quarter 4 (interim): 1 March in the following compliance year
  • quarter 4 (Final): 31 March in the following compliance year

4. PCS declaration of compliance

Deadlines for submission: 31 March in the following year.

Analysis and validation are based on:

  • WEEE treatment by PCS by category in line with obligation
  • compliance with targets

5. Producer compliance scheme (PCS) member registration

Deadlines for submission: 30 November in the preceding compliance year.

Analysis and validation are based on:

  • public register drop-off
  • volumes of EEE placed on the market, EEE category type and distribution of producers
  • monitoring through the freerider programme
  • PCS growth

Output: registration of EEE producers

A producer registration number is generated by the WEEE Online system when a new producer is registered.

Public reporting method: public register of producers.

Publication date:

  • 15 January
  • 10th of every month thereafter

6. EEE small producer registration

Deadline for submission: 31 January.

Analysis and validation are based on:

  • public register drop-off
  • size and type

Output: public register of producers

Public reporting method: public register of producers.

Publication date:

  • 10 February
  • 10th of every month thereafter

7. PCS approval applications

The application period is open from 1 July to 31 August for approval to start the following compliance year.

Analysis and validation are based on conditions of approval.

Output: approval or refusal (to individual PCS)

Public reporting method: public register of PCSs.

Publication date:

  • 30 September
  • manual update within 10 working days of approval or removal

8. AATF and AE approval applications

Deadline for submission: 30 September for approval to start the following compliance year.

Decision made within 12 weeks.

Output: approval or refusal

Public reporting method: public register of AATFs and AEs.

Publication date: 10th of every month.
